Section 4
Persons who cannot carry letters
: In places where the postal system is operated by the Government of Nepal within Nepal ………… the owner of a vehicle carrying passengers or goods, or his person or representative, to deliver or take delivery of letters other than those related only to the goods in his vehicle, Collecting, transferring or giving to others is prohibited.
